Most of the coastal region of Montenegro is scenic. The most spectacular being Kotor bay, a huge sea inlet sorrounded by a combination  of forested, granite and limestone mountains - an alpine-like scene but with mediterranean weather. The coastal road from Budva to Bar is beautiful aswell with lovely island and rock peppered bays presented to you as you drive along this road. Montenegro is a place you would go to not for it's towns but for it's natural beauty. All the coastal towns are pretty bland to look at with not much happening. However you may liked the fact that they were pretty laid back towns with little traffic and a stones throw away from natural beauty. That is a good combination if you like nature but want to live in town for the amenities.

Montenegro is not a beach paradise ( If it is beaches you are after try Egypt's red sea - beautiful beaches and excellent value for money) There are hardly any beaches to speak of north of Bar. There are numerous pretty coves but most are pebbly. The undeveloped peninsula of Lustica, just across from Tivat Bay, has some lovely sandy coves but is it a matter of finding them! About 40 minutes south of Bar there is a wide 12Km long beach. At the moment it is completely undeveloped, in 10 years time it will probably look like another Spanish resort.
